I see this on both a CCwGTV and 2023 Onn 4K box. When I configure Kodi Nexus 20.2 or Omega beta 2 to match refresh rate at start/stop playback, there is a delay of a few seconds before playback commences on my Sony A80J TV, which I understand is normal. The screen immediately goes black, but after a couple of seconds, there will often be a brief flash of the spinning circle or the entire Kodi UI (e.g. home page), and then playback starts. This flashbang does not happen running Kodi on my PC and outputting to the A80J. It happens on the Android devices with both SDR and HDR material, 2K and 4K, and I haven't found any way to prevent it except to set Kodi to match refresh rate only at the start of playback, which I don't want to do as the UI feels slow at 24 Hz. If this could be eliminated, there would be a clear reason to prefer the devices to running Kodi on the A80J itself, as the latter is stuck on Android 10 and doesn't support refresh rate matching.
Off topic, but there is a big difference running the Android devices wired vs wireless WRT loading pages like Movies Wall view in Estuary. Wireless, the CCwGTV takes over 10 seconds to populate the Wall view, and the Onn a bit longer. Wired, via an adapter, the CCwGTV takes about 3 seconds, and the Onn 5 or so, which is much more tolerable. This happens every time the view is entered, but once in the view, scrolling through it is fast. I'm using MariaDB and am storing Thumbnails for each on the same SSD hosted on my Windows box. This is the only place I've noticed a difference between wired and wireless with these devices. (I'm not asking why this is, just noting it for posterity. lol)
